The Ministry of Education (MOE) has issued a reminder regarding important precautions for educational exchange activities involving Mainland China, as well as the requirement to complete registrations on the designated reporting platform.

1. Travel Advisory

The Mainland Affairs Council (MAC) has raised the travel advisory level for Mainland China, Hong Kong, and Macau to Orange, recommending that people avoid non-essential travel. When organizing exchange activities, schools should adhere to the principle of equality and mutual respect, strengthen risk awareness among faculty and students, and take appropriate measures to safeguard participants’ personal safety.

2. Reporting Platform Requirements

(1) Activity Registration
Any exchange activity organized in the name of the school, involving students traveling to Mainland China, or student groups from Mainland China visiting Taiwan (including both in-person and virtual exchanges), must be registered on the reporting platform at least one month before the activity begins. A summary report must also be submitted within one month after the activity concludes.

(2) Registration for Announcements
If the school assists in announcing or promoting exchange activities organized by Mainland Chinese institutions, the announcement must be registered on the platform before the announcement is made or within three days after its publication.

(3) Self-Initiated Participation
Students who independently participate in exchange activities organized by on- or off-campus organizations, student associations, or those arranged by faculty, staff, or students themselves must also proactively inform the school and complete the required registration on the reporting platform.

3. Risk Prevention and Self-Assessment

(1) Schools and participants should remain vigilant regarding invitations offering fully funded trips or local hospitality upon arrival. They should ensure that exchange activities are free from political purposes and avoid assisting in any political publicity or propaganda.
(2) In accordance with the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, exchange activities must not be organized or co-organized by political parties, government agencies, military organizations, or other politically affiliated organizations from Mainland China.

4. Internal Review and Compliance

Schools are required to implement appropriate self-assessment procedures, establish internal control mechanisms, and retain relevant records. Compliance with the reporting requirements will be considered as part of administrative evaluations and may serve as a reference for government funding and subsidy allocations.
