Important Guidelines for Taiwanese Universities and Colleges Conducting Recruitment and Educational Exchange Activities in Vietnam

  1. This notice is issued in accordance with the Ministry of Education’s official letter No. 1140019278, dated February 24, 2025 (Tai-Jiao-Wen [Wu] 1140019278). 
  2. Vietnam is the largest source country for international students in Taiwan. In recent years, Taiwanese universities and colleges have frequently conducted recruitment activities in Vietnam. However, as Vietnam is a communist country, it places significant emphasis on ideological education and strict control over public gatherings and associations. All related activities must be pre-approved in accordance with local regulations. The following are important considerations: 
    1. Entry Visa: The purpose of entry must align with the actual activities conducted in Vietnam. When applying for an e-visa, applicants should select the "Other" option and manually specify the purpose of entry. Do not select "Tourist" directly.
    2. Obtaining Official Approval for Activities: Institutions planning to conduct recruitment or educational exchange activities must actively coordinate with local partner organizations at least 2 to 4 weeks before the event to assist in applying for the necessary government permits. It is essential to follow up with local partners to track the application progress and obtain an official approval letter from the Vietnamese government before proceeding with any activities.
    3. Submission of Promotional Materials for Review: All promotional materials, brochures, and presentation content must be prepared in advance and submitted through local partner organizations for review by the relevant Vietnamese government authorities before the event.
    4. Respect for Local Regulations and Effective Communication: Institutions conducting recruitment activities in Vietnam should respect local regulations and avoid discussions or promotional materials involving politically sensitive topics.
