[Forwarded from MOE] Important Reminders on Educational Exchanges to Mainland China, Registration Requirements, and New Entry/Exit Regulations

The Ministry of Education (MOE) has reiterated the relevant regulations, registration requirements, and personal safety precautions concerning educational exchange activities involving travel to Mainland China. All faculty members, staff, and students are requested to comply with the following requirements:

I. Registration Requirements for Educational Exchange Activities
All educational exchange activities involving Mainland China, whether conducted in person or online, must be properly registered.
  1. One month prior to the activity: Faculty members, staff, or students organizing or participating in group visits to Mainland China, as well as activities involving students from Mainland China visiting Chang Gung University, must complete the required registration through the MOE’s Registration Platform for Educational Exchange Activities with Mainland China.
  2. Within one month after the activity: A post-activity report must be submitted through the Post-Activity Registration section of the platform to provide an overview of the activity.
  3. Promotion of activities and voluntary participation: If assisting in disseminating information about activities organized by institutions or organizations in Mainland China, the activity must be registered on the platform before the announcement is made or within three days from the date of announcement.
  4. Reporting of voluntary participation: Students who independently participate in activities in Mainland China are requested to proactively inform the University so that the required registration can be completed.
II. Exercise Caution When Evaluating Exchange Activities
  1. Exchange activities should be conducted in accordance with the principle of mutual respect and equal dignity.
  2. Please exercise increased caution regarding invitations involving fully funded expenses, complimentary travel, local reception, or other substantial benefits.
  3. Activities involving political purposes or political content are strictly prohibited. Faculty, staff, and students should also avoid participating in or facilitating activities that may serve as political publicity or propaganda by the other side.
III. New Entry/Exit Regulations in Mainland China and Safety Reminders
  1. The new regulations in Mainland China officially took effect on September 15, 2026. Under the regulations, authorities may require individuals to present relevant documents, information, electronic data, and other materials. Individuals who violate regulations governing export controls or the import and export of technology, or whose activities may pose a risk to industrial or technological security, may be denied exit from Mainland China. In cases involving national security or investigations, the authorities may not inform the individuals concerned of the fact, reasons, legal basis, or available remedies concerning the exit restriction.
  2. Travel advisory: The Mainland Affairs Council (MAC) currently maintains an Orange Travel Advisory for Mainland China, Hong Kong, and Macao, advising against non-essential travel.
  3. Pre-departure registration: Faculty members, staff, and students who have a necessary reason to travel to Mainland China, Hong Kong, or Macao are strongly advised to complete the Registration for Taiwan Nationals Traveling to Mainland China, Hong Kong, and Macao before departure. This will facilitate timely assistance in the event of an emergency. (Link: https://www.mac.gov.tw/cp.aspx?n=015A70099E11C8A8 )
