【Application Period】
From now until November 17, 2025. Please submit your application before the deadline; late submissions will not be accepted.
【Eligibility】
Applicants must be university lecturers from New Southbound or African countries (a valid lecturer certificate is required). The scholarship cannot be granted or used under the following conditions:
- Hold Taiwan (R.O.C.) nationality or have the status of an overseas Chinese student.
- Are enrolled or have deferred their admission offer in a university in Taiwan. (This restriction does not apply to students who are on course to graduate and will be pursuing their next degree)
- Previously studied in Taiwan for a degree at the same level.
- Are exchange students or dual-degree students through a partnership agreement with an institution overseas.
- Has already received stipends through this scholarship program for more than three years.
- Have been awarded another form of financial assistance or scholarship from a Taiwan (R.O.C.) government agency.
- Monthly stipend: NTD 25,000
- Master’s program: Maximum of 24 months
- Doctoral program: Maximum of 36 months
- The stipend may be used for tuition, insurance, accommodation, and living expenses.
- Total cumulative support per student cannot exceed three years.
- Scholarship payments start from the month of enrollment and continue until:
- The scholarship period ends.
- The student graduates, takes a leave of absence, or withdraws.
- Or the scholarship is suspended or terminated.
- This scholarship is administered in accordance with the “New Southbound MOE Elite Program – Scholarship for University Lecturers from Southeast and South Asia to Pursue Graduate Degrees in Taiwan” and the “MOE African Elite Talent Development Program.”
- Students will lose eligibility if they fail to meet Chang Gung University academic standards, violate Taiwanese law, receive academic penalties, take a leave of absence, or withdraw.
- If a student studies abroad as an exchange or dual-degree student, the scholarship will be revoked, and remaining funds cannot be retained or deferred.
- Scholarship payments are suspended if the student leaves Taiwan; if departure occurs after the 15th of the month, the stipend for that month does not need to be returned.
New Southbound Countries:
Malaysia, Singapore, Brunei, India, Pakistan, Bangladesh, Bhutan, Nepal, Sri Lanka, Vietnam, Laos, Cambodia, Thailand, Myanmar, Indonesia, Philippines
African Countries:
Eswatini, South Africa, Egypt, Ghana, Ethiopia, Nigeria, Kenya, Mauritius, Tunisia
