Ministry of Education Notification: Regarding the China Kunpeng Association's Recruitment of Taiwanese Students for Cross-Strait Exchanges

The China Kunpeng Association has been recruiting Taiwanese students for visits, exchanges, and tourism in mainland China. These activities include "all-expenses-paid" arrangements provided by the mainland Chinese side. This involvement suggests long-term cooperation with China's united front work targeting Taiwan, acting as a liaison for Taiwanese university students to participate in exchange camps with political intentions in mainland China. Furthermore, the association provides activity handouts and course presentation materials with specific political stances. Mainland Chinese reports also state that these activities are organized by the Cross-Strait Exchange Center (a direct subordinate unit of the Taiwan Affairs Office of the State Council). 

Although the Ministry of the Interior has already disbanded the China Kunpeng Association, it has been observed that the association continues to organize the aforementioned activities. This conduct violates Article 61 of the People's Organizations Act, which stipulates that if a people's organization, after its permit has been revoked or it has been ordered to disband by the competent authority and fails to do so by the deadline, continues to engage in activities under its name and disregards warnings from the competent authority, the principal organizers shall be subject to imprisonment for not more than two years or detention. 

Considering the safety and educational rights of students, we urge all teachers, students, and personnel not to participate in any activities organized or promoted by this association, to avoid involvement in activities that may violate relevant regulations or contain political content.
