SYSTEMATIC INVENTORY & EMISSIONS MANAGEMENT

Chang Gung University recognizes climate change and greenhouse gas management as important sustainability issues. In accordance with relevant regulations and international standards, CGU has established a systematic greenhouse gas inventory and emissions management mechanism to continuously monitor campus carbon emissions and advance low-carbon campus governance.

The University conducts greenhouse gas inventories based on the GHG Protocol and ISO 14064-1. Through annual inventories, emissions analysis, and external verification, CGU continues to enhance the completeness, transparency, and management effectiveness of its emissions data, providing an important foundation for campus decarbonization and net-zero strategies.

CGU also integrates greenhouse gas management with energy management, equipment upgrades, renewable energy development, and energy-saving measures to progressively reduce operational emissions and strengthen campus sustainability governance and climate resilience.

Rolling Management

CGU plans to adopt a rolling management approach in which an internal inventory is conducted in one year and external verification in the following year, continuously improving its carbon management system.

CGU continues to integrate greenhouse gas management into its sustainability governance and institutional development framework. Through cross-unit collaboration, the University advances campus decarbonization, energy transition, and low-carbon governance.

Looking ahead, CGU will continue to align with Taiwan's national net-zero policy and sustainable development trends in higher education, progressively strengthening carbon management systems and campus decarbonization actions toward a low-carbon and sustainable campus.

Greenhouse Gas Management Progress

FROM INVENTORY TO VERIFIED CARBON MANAGEMENT

Since 2020, CGU has independently conducted annual greenhouse gas inventories based on the Greenhouse Gas Protocol (GHG Protocol). Beginning in 2024, external third-party verification was introduced, and the inventory methodology was transitioned to ISO 14064-1:2018 / CNS 14064-1:2021 . Accordingly, 2023 was selected as the inventory baseline year.

Total greenhouse gas emissions in 2025 were 21,332.700 tCO₂e/year , representing a decrease of 364.89 tCO₂e compared with 2024.

One of the main contributing factors was that total electricity consumption in 2025 decreased by 396,894 kWh compared with 2024. CGU will continue to optimize energy management and increase energy self-sufficiency to progressively advance toward campus carbon neutrality.

Data Notes

INVENTORY BOUNDARY & METHODOLOGY
  1. Restaurants and commercial vendors operate on campus with separate electricity meters. As the University uses a single Taipower electricity meter for billing, CGU maintains a separate monthly utility record for restaurant and vendor electricity, water, and gas consumption. Their electricity use is deducted from total campus electricity consumption when calculating the University's actual purchased electricity use.
  2. CGU has installed solar photovoltaic systems. Phase I was completed and connected to the grid on April 26, 2023, generating 602,304 kWh in 2025 under a feed-in tariff arrangement with Taipower. Phase II was completed in March 2025 and generated 347,585 kWh in 2025 under a self-generation and self-consumption model.
  3. Category 2 energy indirect emissions for 2023 contained a calculation discrepancy caused by duplicate deduction of electricity used by on-campus vendors. The data were corrected in the 2024 Sustainability Report.
  4. As third-party greenhouse gas verification was introduced in 2024 and the inventory methodology was adjusted, 2023 was designated as the baseline year. Therefore, 2022 emissions data are no longer disclosed.
