Applicants who are current or graduated senior high school students and meet the qualifications below may apply for admission. Overseas Compatriot students must apply in accordance with the Ministry of Education’s "Regulations Regarding Study and Counseling Assistance for Overseas Compatriot Students Returning to Taiwan," while Hong Kong and Macau students must apply in accordance with the "Regulations Regarding Study for Hong Kong and Macau Residents in Taiwan" (as amended by the Ministry of Education).

Eligibility

  1. Overseas Compatriot Students: Ethnic Chinese students who were born overseas and have continuously resided abroad until the present, or who have continuously resided overseas for more than six years, and have obtained permanent or long-term residency documents in their place of residence.
  2. Hong Kong and Macau Students: Residents of Hong Kong or Macau who possess permanent residency documents of Hong Kong or Macau, have continuously resided outside Taiwan for more than six years, meet the requirements of Article 4 of the Act Governing Relations with Hong Kong and Macau, and do not hold a foreign passport.
  3. Ethnic Chinese Students from Hong Kong or Macau with Foreign Nationality: Ethnic Chinese students who hold foreign nationality and simultaneously possess Hong Kong or Macau permanent residency, who have never held household registration in Taiwan, and who have continuously resided in Hong Kong, Macau, or overseas for more than six years.
Note:
  1. The term "overseas" refers to countries or regions outside Mainland China, Hong Kong, and Macau. The term “abroad” refers to countries or regions outside Taiwan.
  2. "Continuous residence" means that during each calendar year (January 1 to December 31), the period of stay in Taiwan does not exceed 120 days; otherwise, it is regarded as an interruption of residence. However, in the first and last years of the calculation period, whether the stay exceeds 120 days shall be judged separately for each year.
  3. The determination of continuous residence for Overseas Compatriot students shall be made in accordance with Articles 3 and 4 of the “Regulations Regarding Study and Counseling Assistance for Overseas Compatriot Students Returning to Taiwan.” For Hong Kong and Macau students, it shall be made in accordance with Articles 3 and 4 of the “Regulations Regarding Study for Hong Kong and Macau Residents in Taiwan.” Supporting documents must be submitted for verification.
  4. Ethnic Chinese students with foreign nationality who also possess permanent residency in Hong Kong or Macau, who have never had household registration in Taiwan, and who have continuously resided in Hong Kong, Macau, or overseas for more than six years may apply in accordance with Article 23-1 of the "Regulations Regarding Study and Counseling Assistance for Overseas Compatriot Students Returning to Taiwan."
  5. The identity of Overseas Compatriot students shall be verified by the Overseas Community Affairs Council, while the identity of Hong Kong and Macau students and ethnic Chinese students from Hong Kong or Macau with foreign nationality shall be verified by the Ministry of Education.
  6. Overseas Compatriot students who, after coming to Taiwan to study, have stayed in Taiwan for less than two years and then withdraw or lose their student status may reapply once to study in Taiwan, provided that supporting documents are submitted. However, those who were dismissed due to poor conduct, failing grades, or serious violations of laws or school regulations may not reapply.
  7. Hong Kong and Macau students who voluntarily withdraw from their studies in Taiwan after staying for less than two years may reapply once to study in Taiwan, provided that supporting documents are submitted. However, those who were dismissed due to poor conduct or who were convicted of a criminal offense may not reapply or transfer to another school.
  8. This admission does not apply to Overseas Compatriot students who graduated from unregistered Chinese-language high schools in Myanmar or Northern Thailand, students who are already studying at senior high schools in Taiwan, those who have studied for one year in local universities, or those who have completed the Overseas Compatriot Preparatory Program at National Taiwan Normal University.
  9. Applicants who meet both the qualifications of foreign students and Overseas Compatriot students must choose one status for application. Once the application is submitted, the status cannot be changed.

Academic Qualifications

  1. Graduates of local Chinese-language secondary schools, foreign-language secondary schools, or institutions equivalent to Taiwan senior high schools who have obtained a diploma (applicants applying based on equivalent educational qualifications must submit a certificate of study). Diplomas must be verified by the ROC overseas missions or sponsoring organizations designated by the Overseas Community Affairs Council. If holding a diploma from a Mainland China senior secondary school, it must be notarized by a notary office in Mainland China. A certificate of leaving school shall not be regarded as a diploma but may serve only as proof of equivalent educational attainment.
  2. The recognition of equivalent educational qualifications shall be handled in accordance with the Ministry of Education’s "Standards for Recognition of Equivalent Educational Qualifications for University Admission".
  3. Applicants with overseas academic credentials must comply with the "Regulations on the Recognition of Mainland Academic Credentials", the "Regulations on the Verification and Recognition of Hong Kong and Macau Academic Credentials", and the "Regulations on the Recognition of Foreign Academic Credentials for Universities".
