This scholarship is jointly administered by the Ministry of Education (MOE) and Chang Gung University, aiming to encourage university lecturers from New Southbound countries and African countries to pursue graduate studies in Taiwan, with priority given to applicants enrolling in doctoral programs.

Eligibility

Applicants must be university lecturers from New Southbound or African countries (a valid lecturer certificate is required). The scholarship cannot be granted or used under the following conditions:
  • Hold Taiwan (R.O.C.) nationality or have the status of an overseas Compatriot student.
  • Are enrolled or have deferred their admission offer in a university in Taiwan. (This restriction does not apply to students who are on course to graduate and will be pursuing their next degree) 
  • Previously studied in Taiwan for a degree at the same level. Are exchange students or dual-degree students through a partnership agreement with an institution overseas. 
  • Has already received stipends through this scholarship program for more than three years. 
  • Have been awarded another form of financial assistance or scholarship from a Taiwan (R.O.C.) government agency.

Amount

  • Monthly stipend: NTD 25,000
  • Master’s program: Maximum of 24 months
  • Doctoral program: Maximum of 36 months
  • The stipend may be used for tuition, insurance, accommodation, and living expenses.
  • Total cumulative support per student cannot exceed three years.
  • Scholarship payments start from the month of enrollment and continue until:
    • The scholarship period ends.
    • The student graduates, takes a leave of absence, or withdraws.
    • Or the scholarship is suspended or terminated.
